Upon arrival, officers found the man, identified as Richard Wuschke, tanning with his shorts around his ankles and his genitals exposed. Wuschke was laying down next to a path where families, children and dog walkers commonly walk.

"The area was busy and several witnesses reported being shocked and alarmed after encountering Wuschke next to the river bank," police said.

Wuschke was arrested and charged with open and gross lewdness and disorderly conduct. He was released on bail after appearing in Plymouth District Court on Monday, police said.

Wuschke was previously charged with indecent exposure and disorderly conduct for a similar incident at Library Plaza in May 2022, police added. During that incident, he was see wearing only a t-shirt and socks in front of a local business.
